The wrong answers are the ways the estimate goes wrong: every amount rounded DOWN and added, every amount rounded UP and added, and the right method a whole out. A student who rounds consistently the wrong way lands on a real choice. The amounts are also generated so that rounding each to the nearest whole and adding gives the same answer as adding and then rounding - otherwise the sheet quietly teaches a method that sometimes misses, and two defensible answers end up among the choices.
