Three fourths of the seats were filled, and that was 18 seats is the same one step equation with the one coefficient a student cannot handle by counting groups, and it invites entirely different mistakes: turning the fraction over, applying it to the amount already known, or keeping the numerator and dropping the denominator. Those are the three wrong answers. The fraction is never a unit fraction, because with one third the turned-over choice and the dropped-denominator choice are the same equation and the sheet would be printing a wrong answer twice.
